Districts at Level 1 will have minimal limitations, while districts in Level 5 would have lockdown-like limitations.

The Maharashtra government proposed a 5-level unlock strategy on June 4 predicated on COVID-19 positive rate and oxygen bed availability. In the late-night directive, the state administration stated that Level 1 districts will have minimal limitations, while Level 5 areas will have lockdown-like limitations.

The new regime will take effect on June 7th.

Mumbai and its suburbs and Nashik, Pune, Pimpri-Chinchwad, Aurangabad, Solapur, and Nagpur would be considered administrative divisions under the order.

Level 1- Malls, cinemas, and all stores in these regions can restart everyday functioning. Restaurants, as well as other commercial and recreational activities such as gyms and salons, will be permitted in Level 1 areas.

Trains and other forms of public transportation will continue to operate. Marriages, funerals, and other social events are also permitted without restriction by the state.

LEVEL 2- Level 2 allows both vital and non-essential stores to return on a constant schedule, while supermarkets and cinemas can return at 50% capacity.

Accordingly, eateries with 50 percent capacity can remain open for dine-in, while rail services for essential and medical personnel would stay operational. Gardens, private businesses, and government buildings may all operate normally. Indoor activities will be allowed from 5 a.m. to 9 p.m., while outdoor games will be allowed all day.

There would be no limit on the number of funerals that can be held. Meetings and elections for the society can be held at 50% capacity. Development, agricultural, and e-commerce activity can continue as usual.

LEVEL 3- Mumbai is classified as a Level 3 city, according to the BMC commissioner. On weekdays, Level 3 stores selling vital products can stay open until 4 p.m., while non-essential stores can stay open until 4 p.m. In Level 3 areas, malls and theatres will be closed.

Conversely, eateries can function at 50% occupancy until 4 p.m., after which they can only accept orders. Only those who qualify for vital services will be able to ride the local trains. Parks and public spaces can be open from 5 a.m. to 9 p.m.

Coworking spaces can be open till 4 p.m. on any given day. The percentage of people who visit government offices will be limited to 50%. From 5 a.m. to 9 a.m. and from 6 p.m. to 9 p.m., recreational activities will be permitted.

Meetings of civil society and electoral rallies can attract up to 50% of the population. On-site employees will be required, and no laborers will be permitted to leave after 4 p.m.

Salons and gyms will be able to open at 50% capacity, with clients only being admitted by consultation. Standing will not be permitted on public transportation.

LEVEL 4- Only critical stores will be permitted to open until 4 p.m. in Level 4 districts. Malls, cinemas, single-screen theatres, and auditoriums will be closed, and restaurants will only be able to serve takeout and deliveries.

On weekends, no migration of individuals will be permitted after 5 p.m. Exempted individuals would only be permitted to work in private offices, while government agencies will be able to function at an occupancy rate of 25 percent.

On weekdays, outdoor athletics will be permitted from 5 a.m. to 9 p.m. Social gatherings are restricted, and weddings can only have a maximum of 25 guests, while funerals can only have a maximum of 20 individuals. Farming operations will be permitted until 4 p.m., and only critical e-commerce shipments will be permitted.

LEVEL 5- Near-lockdown prohibitions will remain in Level 5 districts.

Only important establishments, like Level 4, can stay open until 4 p.m. Theatres and shopping centers will be closed. Eateries will only accept delivery services. Gyms and salons would be shuttered, and public transportation will only be able to function at half capacity.

Only persons in excluded classifications would be able to use private offices, while government offices would be permitted to operate at 15% performance.

A maximum of 20 individuals can attend a funeral. Construction with on-site labor will be permitted, as will agricultural businesses until 4 p.m.
